President Barack Obama and Secretary of State Hillary Clinton recently took office leaving their former positions in the Senate empty. Different states have different procedures for naming replacements to fill out senate terms. In Illinois and New York it falls to the State’s governor to appoint a temporary senator. Due to the recent controversy involving Illinois Governor Blagojevich however, Senator Russ Feingold (D Wisconsin) is calling for a Constitutional amendment that would require that a special election be held to fill the seat. http://thepage.time.com/feingold-statement-on-amendment-proposal/ .
